(Shonta Brooks)   Case Number: 24-000683-NF File Number: L24-00774 (CAB) (A20000) that settlement of the above matter be and is hereby authorized in the total amount of ($10,500.00) The first warrant upon the proper account in favor of METRO DURABLE MEDICAL SUPPLY, LLC and THEIR attorneys, KAS-MIKHA LEGAL GROUP, P.L.L.C in the amount of ($6,000.00). Settlement in lawsuit of Dorothy McElrath and Diane Davis v City of Detroit, Case No. 24-004999-NI, File No. L24-00874 (CBO), Municipal Parking Department, in the amount of ($80,000.00)  and the second upon the proper account in favor of Diane Davis and her attorney, Dan Makled Law, in the amount of ($175,000.00) in full payment for any and all claims which Dorothy McElrath and Diane Davis may have against the City of Detroit and any other City of Detroit employees, including those related to her alleged injuries sustained.

Settlement in lawsuit of Anthony Hunter et al v City of Detroit et al, Case No. 24-011547-NI, File No. L24-01231 (VI) Department of Transportation, in the amount of ($27,500.00) in full payment for any and all No Fault PIP claims which Anthony Hunter may have against the City of Detroit and any other City of Detroit employees by reason of alleged injuries sustained.

HUMAN RESOURCES DEPARTMENT/ADMINISTRATION

Supplemental Checks for City Retirees and Beneficiaries.  (As you know, the City's Fiscal Year 2026 adopted budget includes a $10 million appropriation to fund supplemental checks for City retirees and beneficiaries. The City's bankruptcy plan of adjustment provided for reductions in the accrued benefits of retirees in each of the General Retirement System (GRS) and Police and Fire Retirement System (PFRS). In addition to the reductions in the accrued benefits, all participants' remaining benefits were frozen, and the plan was closed to new participants as of June 30, 2014. This plan became known as the Component II plan for each system.)

Recommendation for Deferral  - 17600 Joy Rd.  (A special inspection conducted on June 12, 2025, revealed that the building is secured and appears to be sound and repairable. The owner has paid all taxes and is current. The proposed use of the property is owner’s use and occupancy. This is the 1st deferral request for this property.  Therefore, we respectfully recommended that the demolition order be deferred for a period of six months.)

Recommendation for Deferral  - 2690 E. Forest. (A special inspection conducted on June 17, 2025, revealed that the building is secured and appears to be sound and repairable. The owner has paid all taxes and is current. The proposed use of the property is owner’s use and occupancy. This is the 1st deferral request for this property.  Therefore, we respectfully recommended that the demolition order be deferred for a period of six months.)

Recommendation for Deferral  - 2738 Elmhurst.  (A special inspection conducted on June 23, 2025, revealed that the building is secured and appears to be sound and repairable. OFFICE OF THE CHIEF FINANCIAL OFFICER/OFFICE OF DEVELOPMENT AND GRANTS

Request to Accept and Appropriate the FY 2025 Hamtramck Drive Improvements Grant. (The County of Wayne has awarded the City of Detroit Department of Public Works with the FY 2025 Hamtramck Drive Improvements Grant for a total of $4,200,000.00. There is no match requirement. The total project cost is $4,200,000.00.) 

Request to Accept an increase in appropriation for the FY 2025 Public Health Emergency Preparedness - Cities Readiness Initiatives Grant. (The Michigan Department of Health and Human Services (MDHHS) has awarded an increase in appropriation to the City of Detroit Health Department for the FY 2025 Public Health Emergency Preparedness - Cities Readiness Initiatives Grant, in the amount of $72,106.00. This funding will increase appropriation 21316, previously approved in the amount of $270,888.00, by council on March 18, 2025, to a total of $342,994.00.)

Authorization to submit a grant application to the U.S. Department of Homeland Security for the FY 2024 Fire Prevention & Safety Grant. (The Fire Department is hereby requesting authorization from Detroit City Council to submit a grant application to the U.S. Department of Homeland Security for the Fire Prevention & Safety Grant. The amount being sought is $121,519.04. The Federal share is $121,519.04 of the requested amount and there is a required cash match of $6,075.96. The total project cost is $127,595.00.)

Request to Accept and Appropriate the FY 2025 Section 5307 Congestion Mitigation Air Quality (CMAQ) - Bus Replacement Grant.  (The Federal Transit Administration (FTA) has awarded the City of Detroit Department of Transportation (DDOT) with the FY 2025 Section 5307 Congestion Mitigation Air Quality (CMAQ) - Bus Replacement Grant in the amount of $6,166,934.00. There is a required State match for the award, from the Michigan Department of Transportation, in the amount of $1,541,733.00. The total Federal and State award amount is $7,708,667.00. There is no local match requirement. The total project cost is $7,708,667.00.)

DEPARTMENT OF PUBLIC WORKS/CITY ENGINEERING DIVISION

Petition of General Services Department (x2025-175), request for encroachment for the installation of multiple signs throughout the City of Detroit. This comes as part of the General Services Department use of the public rights-of-way to facilitate the following work: install of neighborhood signs project managed by The Mayor's Office and City Walls. Placing neighborhood signs into various right-of-way locations.  (Detroit Water and Sewerage Department (DWSD) reports being involved, but they have no objection provided the DWSD encroachment provisions are followed. The DWSD provisions have been made a part of the resolution.  All other involved City Departments, including the Public Lighting Authority and Public Lighting Department; also privately owned utility companies have reported no objections to the encroachment. Provisions protecting all utility installations are part of the attached resolution.)

Petition of General Services Department (x2025-176), request for encroachment within the westerly part of Garland St., between Goethe St., and Charlevoix St. adjacent to the parcel commonly known as 2921 Garland St. for the installation of a below-grade concrete slab, an above-grade monument sign, and a below-grade monolithic curb. (Detroit Water and Sewerage Department (DWSD) reports being involved, but they have no objection provided the DWSD encroachment provisions are followed. The DWSD provisions have been made a part of the resolution. All other involved City Departments, including the Public Lighting Authority and Public Lighting Department; also privately owned utility companies have reported no objections to the encroachment. Provisions protecting all utility installations are part of the attached resolution.)

Petition of Shell Oil Products US (x2025-174), request for a permanent encroachment within the north-south public alley, within Schoolcraft Road, and within Wyoming Ave. for the installation of three (3) soil borings and six (6) monitoring wells, the repair of one (1) existing monitoring well, and the abandonment of (1) existing monitoring well. (Detroit Water and Sewerage Department (DWSD) reports being involved, but they have no objection provided the DWSD encroachment provisions are followed. DETROIT POLICE DEPARTMENT

Proposed Resolution to Accept Donated Vehicles to Support Crime Reduction by the Police Department and Fire Department.  (Pursuant to Section 2-6-2 of the 2019 Detroit City Code, the above-referenced proposed Resolution and attached donated vehicle report are being submitted to your Honorable Body for consideration and approval. The proposed Resolution authorizes a discreet process to accept donated vehicles, with no purchase cost to the City of Detroit, to conduct undercover operations and support crime reduction by the Police Department and Fire Department.)

DEPARTMENT OF PUBLIC WORKS/ADMINISTRATION

To approve Intergovernmental Agreement with Wayne County for Hamtramck Drive improvements.  (The Department of Public Works (DPW) is in the process of upgrading roads around the Mount Elliott Industrial Zone to support job creation and industrial development. The work includes improvements to Hamtramck Drive, which is a Wayne County road, partially located in the City of Detroit, and partially located in the City of Hamtramck. DPW is seeking to enter into a funding agreement with Wayne County to pay for costs associated with work on the county road Hamtramck Drive. These improvements will be completed by DPW and will result in an all-seasons truck route as well as a critical linkage of the Joe Louis Greenway that will be constructed concurrently along this stretch of Hamtramck Drive.)
