(The City of Detroit ("City"), through its Public Lighting Department ("PLD"), owns fifteen (15) 5-inch diameter utility line conduits within the Van Dyke Avenue (M-53) Bridge overpass above 1-94 in Detroit, Michigan. DTE ("DTE") wishes to purchase ten (10) of the conduits (the "Van Dyke Bridge Conduits") for the purchase price of one hundred fifty-three thousand five hundred thirty and 56/100 dollars ($153,530.56) (the "Purchase Price") to build a connection from the new Promenade Substation (Harper/Van Dyke) across 1-94.)

A Resolution Authorizing Alterations in a PCA Zoning District at 636 Woodward Ave. (RECOMMEND APPROVAL)  (The City Planning Commission (CPC) has received a request from Jones Sign on behalf of Cava restaurant for PCA (Public Center Adjacent) Special District Review of two proposed signs at 636 Woodward Avenue. This request is being made consistent with the provisions of Section 50-3-222 of the Detroit Zoning Ordinance.) 

 

To amend Chapter 50 of the 2019 Detroit City Code, Zoning, by amending Article XVII, Zoning District Maps, Section 50-17-3, District Map No. 2, to modify the development regulations for the existing PD Planned Development District zoning classification, as established by Ordinance No. 42-95, for the western portion of the property commonly known as 1326 St. Antoine, generally bounded by Clinton Street to the north, the 1-375 Chrysler Service Drive to the east, Macomb Street to the south, and St. Antoine to the west, to allow for a life sciences cancer research and patient treatment center with supportive medical and learning spaces and to also allow for uses that are permissible in the B5 Major Business District zoning classification. Request for Authorization to Accept and Appropriate the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program-American Rescue Plan (HOME-ARP) funds and Amend the FY 2021-22 Annual Action Plan (REVISED CORRECTION)(The U.S. Department of Housing & Urban Development (“HUD”) has allocated the City of Detroit (“City”), through its Housing and Revitalization Department (“HRD”), the HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) funds in the total amount of $26,583,684 and now revised corrected amount of $26,623,380 under section 3205 of the American Rescue Plan Act of 2021 (P.L. 117-2) (“ARPA”). This funding will be used to make targeted, strategic investments in housing and other assistance for people experiencing homelessness in accordance with the McKinney-Vento Homeless Assistance Act.)

Transfer of Jurisdiction, Surplus, and Property Sale of 5669 Newberry Street.  (The City of Detroit, Planning and Development Department ("P&DD") has received an offer from Quince Primaveras LLC, a Michigan limited liability company (the "Purchaser”), to purchase certain City-owned real property at 5669 Newberry Street, Detroit, Michigan 48209 (the "Property") for the purchase price of Fifty-Five Thousand and 00/100 Dollars ($55,000.00). The Property is currently under the jurisdiction of the City of Detroit, Public Lighting Department (“PLD”). Pursuant to Sec. 2-7-3 of the Detroit City Code, and in order to facilitate this transaction, PLD has requested that the Finance Department transfer jurisdiction to P&DD for administration.
