DEPARTMENT OF APPEALS AND HEARINGS

Dangerous Buildings Findings and Orders for September 12, 2025. (The Department of Appeals and Hearings (DAH) has filed the findings and demolition orders of the Hearing Officer for the Dangerous Buildings hearings held on September 12, 2025, in accordance with Section 8-17-24(d) of the 2019 Detroit City Code. These matters are to be scheduled for a show cause hearing before City Council not less than 30 days after the date of hearing. See City Code Section 8-17-25(a).)

Recommendation for Deferral for property at 7322 Chicago. (A special inspection conducted on September 11, 2025 revealed that the building is secure and appears to be sound and repairable. The owner has paid all taxes and is current. The proposed use of the property is owner's use and occupancy. This is the 1st deferral request for this property. Therefore, we respectfully recommend that the demolition order be deferred for a period of six months.)

Recommendation for Deferral for property at 9249 Bedford. (A special inspection conducted on September 23,2025 revealed that the building is secure and appears to be sound and repairable. The owner has paid all taxes and is current. The proposed use of the property is owner's use and occupancy. This is the 1st deferral request for this property. Therefore, we respectfully recommend that the demolition order be deferred for a period of six months.) 

Recommendation for Rescission for property located at 19175 Anglin. (A recent inspection on September 15,2025, has revealed that the building is open to trespass, and/or the required progress has not been made, per the requirements of the deferral.)

3416-3422 Cochrane- Payment in Lieu of Taxes (PILOT).  (C&S Towns Development, LLC (“Property Owner”) is the owner of the development known as “3416-3422 Cochrane” (the “Development”). The Development has applied for the City of Detroit’s expanded Payment In Lieu of Taxes (PILOT) program implemented pursuant Chapter 44-4-112 et. seq. of the 2019 Detroit City Code (the “PILOT Ordinance”) in order to replace traditional ad valorem property taxes associated with the Development with a service charge based on a percentage of rental revenue in exchange for Property Owner’s agreement to limit the income and rent of certain units at the Development for a 15-year period. The Development is a workforce housing project as defined by the PILOT Ordinance, meaning the average affordability restrictions proposed for this Development are between 81-120% of the Area Median Income (AMI). Because the project is workforce housing project, and does not involve the rehabilitation of a structure that has been continuously vacant for 60 months or more, pursuant to Section 44-4-113(d) of the 2019 Detroit City Code Property Owner is required to obtain the approval of the Housing and Revitalization Department (“HRD”) and the City Council before it can receive a PILOT.)

Request for Public Hearing to Establish a Commercial Rehabilitation District for W-Detroit LLC, in the area of 6000 East Jefferson Detroit Michigan, in accordance with Public Act 210 of 2005 (Petition #2025-263)(The Housing and Revitalization Department has reviewed the request of W-Detroit LLC to establish a Commercial Rehabilitation District and find that it satisfies the criteria set forth by Public Act 210 of 2005 and that it would be consistent with the development and economic goals of the Master Plan.)
