OFFICE OF THE CHIEF FINANCIAL OFFICER/OFFICE OF DEVELOPMENT AND GRANTS

Request to Accept and Appropriate the FY 2023 Blight Elimination Grant. (The State Land Bank Authority has awarded the City of Detroit Housing and Revitalization Department with the FY 2023 Blight Elimination Grant for a total of $25,000,000.00. There is no match requirement. The total project cost is $25,000,000.00. The objective of the grant is to eliminate blight at five project sites, including: (1) Junction McGraw, (2) Kettering, (3) Eastern Market, (4) Project Orb: AAM (American Axle), and (5) the Packard Plant. The funding allotted to the department will be utilized to provide contractual services for design, site preparation, construction, environmental remediation, and other costs associated with the project.) 

CITY PLANNING COMMISSION

Adopting A Homeless Solutions Funding Meeting Schedule For The Detroit City Council Planning and Economic Development Standing Committee Expanded. (The City Planning Commission (CPC) staff in cooperation with the Housing and Revitalization Department (HRD) are requesting Your Honorable Body approve a schedule of public hearings and deliberative sessions for the 2023-24 Homeless Solutions Funding recommendations.) 

DETROIT BROWNFIELD REDEVELOPMENT AUTHORITY

Approving Transformational Brownfield Redevelopment Plan of the City of Detroit Brownfield Redevelopment Authority for the District Detroit Redevelopment Projects. (As discussed at the March 2, 2023 Planning and Economic Development Subcommittee meeting, OCFO and Law finalized an analysis shortly before the meeting that results in the District Detroit Developer’s inability to capture library millages for the two projects north of I-75. This change results in a reduction of available capture from the two projects (and increased projected revenues to the library) of approximately $4.7 million.) Terminating The Brownfield Plan of The City of Detroit Brownfield Redevelopment Authority For The Detroit Life Building Redevelopment Project. (The Detroit Life Building Brownfield Redevelopment Plan (the “Plan”) was approved by City Council more than two years ago on July 27, 2007. The legal descriptions for the subject Plan are attached (Exhibit A).  At the special January 30, 2023 DBRA Board of Directors meeting, DBRA staff recommended termination of the Plan on the basis that the project had failed to occur with respect to the eligible property for at least two (2) years following the date of the Plan in accordance with Section 14(8)(b) of Act 381. The DBRA subsequently adopted a resolution (Exhibit B) approving the termination of the Plan and authorizing the submission of a copy of its resolution to request that City Council adopt a resolution terminating the Plan.) Submitting reso. autho. Community Benefits Provision The District Detroit Project. (The City of Detroit (“City”), City of Detroit Brownfield Redevelopment Authority (“DBRA”), Detroit Economic Growth Corporation (“DEGC”), and Related Olympia Predevelopment Company (“Developer”) which consists of Olympia Development of Michigan, LLC (“ODM”) and The Related Companies, LP (“Related”) have been in discussions to bring an estimated investment of approximately $1.532 billion dollars to the properties located at 2200 Woodward Avenue, 2250 Woodward Avenue, 2211 Woodward Avenue, 2300 Woodward Avenue, 2305 Woodward Avenue/2300 Cass Avenue, 2455 Woodward Avenue, 408 Temple Street, 2305 Cass Avenue, 2115 Cass Avenue and 2210 Park Avenue known collectively as The District Detroit. It is anticipated that this project will redevelop the ten (10) existing structures and vacant parcels into new and renovated uses resulting in the creation of four (4) mixed use residential buildings with 865 mixed income residential units and 146,000 square feet of retail space1 , four (4) commercial buildings with 1.2 million square feet of office space, two (2) hotels with 467 hotel rooms, and 9,357 interior and surface parking spaces to the Downtown, Brush Park and Midtown neighborhoods.) Property Sale of 16900 E. Warren.  (The City of Detroit, Planning and Development Department (“P&DD”) has received an offer from Baobab Fare RE LLC (“Purchaser”), a Michigan limited liability company, to purchase certain City-owned real property at 16900 E. Warren (the “Property”) for the purchase price of One Hundred Forty-Five Thousand and 00/100 Dollars ($145,000.00). Purchaser wishes to purchase the Property to expand the restaurant in to a second Baobab Fare location. The Property is within an B4 zoning district (General Business District). Purchaser’s proposed use of the Property as a standard restaurant, without drive-through or drive-up services, is a by-right use and is consistent with the allowable uses for which the Property is zoned.) 

Transfer of Jurisdiction of 6410, 6416, 6422, 6428, and 6434 Selkirk to the Department of Public Works. (The City of Detroit Planning and Development Department (“PDD”) certain City-owned properties located at 6410, 6416, 6422, 6428 and 6434 Selkirk (the “Properties”), are no longer appropriate to their needs and has requested that the Finance Department transfer jurisdiction of the Properties to the Department of Public Works (“DPW”).)

Request to accept an increase in appropriation for the Ending the HIV Epidemic: A Plan for America — Ryan White HIV/AIDS Program Parts A and B.  (The U.S. Department of Health and Human Services has awarded an increase in appropriation to the City of Detroit Health Department for the Ending the HIV Epidemic: A Plan for America — Ryan White HIV/AIDS Program Parts A and B Grant, in the amount of $2,406,807.00. This funding will increase appropriation 20780.)

Correction to Request to accept an increase in appropriation for the FY 2023 Michigan Family Planning Program Grant. (The Michigan Department of Health and Human Services (MDHHS) has awarded an increase in appropriation to the City of Detroit Health Department for the FY 2023 Michigan Family Planning Program Grant, in the amount of $50,000.00. This grant was approved by Council in the adopted budget. This funding will increase appropriation 21044 by $65,000.00. This grant was previously approved, in the adopted budget, in the amount of $510,000.00, and will be increased to a total of $575,000.00. A resolution was previously submitted and approved by City Council to authorize the increase of appropriation number 20885. We are requesting to correct the acceptance of the increase to appropriation number 21044.)

Request to Accept an increase in appropriation for the Detroit Bridge Air Quality and Health Assessment Initiative Grant. (The Michigan Department of Health and Human Services has awarded an increase in appropriation to the City of Detroit Health Department for the Detroit Bridge Air Quality and Health Assessment Initiative Grant, in the amount of $1,000,000.00. This funding will increase appropriation 20417, previously approved in the amount of $2,400,000.00, to a total of $2,594,000.00.)

DEPARTMENT OF PUBLIC WORKS

Resolutions to continue the issuance of Outdoor Dining from April 1, 2023 to June 30th, 2023. (DPW is submitting the attached resolutions, which if approved by City Council, shall serve as legislative authorization for the expedited issuance of outdoor dining café permits and for the temporary closures of a street, alley, or public place by DPW during the 2023 seasonal period of April 1st, 2023 through June 30th, 2023. During the proposed seasonal extension through June 30th, a working group will be convened in partnership with City Council to determine the feasibility of a permanent program and develop any procedures and legislation necessary to implement a permanent program beyond the extension period, if applicable.)
