Dangerous Buildings Findings and Orders for March 28th, 2025. (The Department of Appeals and Hearings (DAH) has filed the findings and demolition orders of the Hearing Officer for the Dangerous Buildings hearings held on March 28th, 2025 in accordance with Section 8-17-24(d) of the 2019 Detroit City Code. These matters are to be scheduled for a show cause hearing before City Council not less than 30 days after the date of hearing. See City Code Section 8-l 7-25(a).)

Recommendation for Deferral on property at 8627 Heritage. (A special inspection conducted on March 13, 2025, revealed that the building is secured and appears to be sound and repairable. HOUSING AND REVITALIZATION DEPARTMENT

Approval to Appropriate and Expend Revenue from Developer Loan Repayments HOME Investment Partnership Program. (The Housing and Revitalization Department (“HRD”) coordinates funds received by the City of Detroit (“City”) from the United States Department of Housing and Urban Development (“HUD”) under the HOME Investment Partnership Program (“HOME Program”). Under the HOME program, the City receives formula grants from HUD to fund a wide range of activities including building, buying and/or rehabilitating affordable housing for rent or homeownership (“HOME Funds”). The City uses the HOME Funds to provide loans to developers in need of financial assistance to complete certain qualified affordable housing development projects in the City (“City HOME Loans”). The HOME Program regulations in 24 CFR Part 92 allow for up to 10% of these funds to be used in administration of the program (24 CFR 92.207). This includes staffing overseeing administration of the program, and developing and managing systems for overseeing compliance with program requirements, such as loan servicing and conducting physical inspections.) 

Approving a Commercial Redevelopment District for The New Whitney Real Estate, LLC in the area of 60 W. Canfield, Detroit, Michigan, in accordance with Public Act 255 of 1978. City of Detroit Sales Verification Analysis and 2024 Sales Ratio Study.  (This analysis compares the assessor’s assessed values for tax year 2024 to sales that occurred between April 1, 2021, and March 31, 2023 (the time frame leading up to 2024 residential valuation). The assessed values and corresponding sales utilized for the 2024 valuation cycle were provided by the Office of the Assessor for the City of Detroit to PCSIAAO’s project team to complete the technical analysis. In addition to the sales information, the Assessor’s Office provided standard operating procedures and documents regarding sales validation (including in-house sales validation and verification training materials, Michigan’s 2024 Assessor Manuals, data entry protocols, and other documents.)

When the Public Lighting Authority was initially established and revenue bonds (Series 2013A) issued, the Authority entered an Amended and Restated Trust Agreement. Under this agreement, Wilmington Trust, N.A., serves as the trustee to receive and distribute revenues received from the City utility users tax act, Act 100, Michigan Public Acts of 1990.)

Nielbock (the "Purchaser”), to purchase certain City-owned real property at 2202 Wilkins, Detroit, Michigan 48207 (the "Property") for the purchase price of Nine Thousand Five Hundred and 00/100 Dollars ($9,500.00).)

Transfer of jurisdiction of real property comprised of a previously vacated alley off Fullerton Street, adjacent to Barthwell Stewart Park; Declaration said property as surplus property; and Sale of said property to adjacent land owner Gurvenia Latimer.  (The City of Detroit’s General Services Department (“GSD”) has received a request from Gurvenia Latimer (“Purchaser”), who owns a home at 2324 Fullerton, Detroit, Michigan 48238, to purchase a strip of land comprised the east half of an alley which was previously converted to an easement further described in Exhibit A (the “Property”). The full alley was converted to an easement in 2019 (DPW Petition #428, approved by City Council on January 19, 2019) to curb illegal activity in the alley. At that time, the west half of the vacated alley accreted to Purchaser as the adjacent landowner to the west and the east half of the vacated alley accreted to the City of Detroit due to the City’s ownership of the adjacent Barthwell Stewart Park. The total area of the Property is 1,210 sq ft or .020 acres. The GSD has determined no specific need for the property.)
