Legislative Policy Division Community Outreach Ordinance - District Community Budget Priorities Virtual Forum Report.  (On October 20, 2020, the City of Detroit enacted the Community Outreach Ordinance to demonstrate the city’s commitment to community outreach that promotes transparency and accountability and ensures community awareness on legislation, contracts, agreements, and resolutions related to various City-Wide Proposals and Neighborhood Class A-D Proposals as defined by the ordinance. A “City-Wide Proposal” includes all initiatives considered by City Council relating to the Mayor’s annual recommended budget, bond proposals, and City-Wide Non-Motorized Urban Transportation Plan, and City-Wide Park Improvement Plan, and ballot initiatives that are led by either the administration or City Council.)

Community Benefits Ordinance Process Analysis for the Future of Health. (In November of 2016, the Proposal B ballot initiative passed with 53% of the vote, effectuating the enactment of the City of Detroit’s Community Benefits Ordinance (CBO) Ordinance No. 35-2 16. The expressed purpose of this ordinance is to garner “outreach and engagement that promotes transparency and accountability and ensures development projects in the City Detroit benefit and promote economic growth and prosperity for all residents.” Subsequently, the ordinance was amended through Ordinance 2021-4.)

Report on Cost Benefit Analysis for In-house versus Private Contractors for Proposed Enhanced Trash Hauling Services.  (During the City Council’s Formal Session meeting on Tuesday, January 30, 2024, there was a robust discussion on the two proposed enhanced trash hauling contracts with Priority Waste, LLC and Waste Management of Michigan, Inc. that, if approved by the City Council, would increase the cost of trash hauling services by $12 million, from a $28 million annual cost to a $40 million annual cost in year one, and an increase in the cost by $15 million annually through year five of the proposed contracts.)

DEPARTMENT OF PUBLIC WORKS/ADMINISTRATON DIVISION

The City of Detroit to accept funding from the Michigan Department of Transportation (MDOT) to permanently close to all traffic the railroad crossing located on Selkirk Street, between Mount Elliot Street and Foster Street.  Also, for the acceptance of funding to facilitate improvements to Selkirk Street for said closure.  (The City of Detroit  ("CITY") has negotiated an agreement with the Michigan Department of Transportation ("MDOT"), that will result in permanent closure to all traffic over the Selkirk Street railroad crossing located over the Consolidated Rail Corporation tracks, between Mount Elliott Street and Foster Street, within the City of Detroit. The Department of Public Works has surveyed railroad crossings within the City of Detroit, MI with respect to the safety of said crossings. MDOT has agreed to issue funding from the Local Grade Crossing Closure Program in the amount of $125,000 to the CITY, conditioned upon the closing of the Selkirk Street railroad crossings. Closing the crossing Selkirk Street at the Consolidated Rail Corporation right of way is indicated to be in the interest of the safety and welfare of the inhabitants of the CITY.)
