(Pursuant to Section 17-5-91 c, The Purchasing Director, without prior approval of the City Council, may make, or authorize others to make, an emergency procurement when public exigencies require the immediate delivery of articles or performance of services or when there exists a threat to public health, welfare or safety under emergency conditions where prior approval of the City Council would be impossible or impracticable under the circumstances.  The following contracts were entered into and granted by the Chief Procurement Officer, as noted below, to provide coach engine, transmission, and body repair services for the Detroit Department of Transportation revenue coaches.  The emergency contracts are needed to repair coaches that are inoperable, which makes it difficult for residents to access jobs, education, healthcare, grocery stores, and other vital services, particularly impacting those who rely on public transportation due to age, disability, and low income. With less of an available fleet, that leads to unreliable transit and with the uncertainty of travel times it can significantly contribute to commuter stress and reduce overall satisfaction with commuting experience, not to mention increased safety risks for both drivers and riders. The emergency contracts are needed to repair coaches that are inoperable, which makes it difficult for residents to access jobs, education, healthcare, grocery stores, and other vital services, particularly impacting those who rely on public transportation due to age, disability, and low income. With less of an available fleet, that leads to unreliable transit and with the uncertainty of travel times it can significantly contribute to commuter stress and reduce overall satisfaction with commuting experience, not to mention increased safety risks for both drivers and riders.
