The Preserve on Ash I Limited Dividend Housing Association LLC – Payment in Lieu of Taxes (PILOT). (Community Builders, Inc. has formed The Preserve on Ash I Limited Dividend Housing Association LLC in order to develop the Project known as The Preserve on Ash I. The Project is five (5) newly constructed apartment buildings that will consist of sixty-nine (69) units with a combined 5,865 square feet of commercial space located in an area bounded by Martin Luther King Junior Boulevard on the north, 14th Street on the east, Butternut Street on the south and 16th Street on the west.) 

Field Street III Limited Dividend Housing Association, LLC – Payment in Lieu of Taxes (PILOT). (Church of the Messiah Housing Corporation has formed Field Street Ill Limited Dividend Housing Association, LLC in order to develop an existing apartment building and scattered site Project in the Island View Village Neighborhood. The Project includes forty-four (44) townhomes and one 5-unit apartment building known as Hamilton House. The area is bounded by St. Paul on the north, Sheridan on the east, East Lafayette on the south and East Grand Boulevard on the west. The preservation and rehabilitation Project will include fourteen (14) two-bed, one-bath and thirty (30) three bed, one-bath townhomes in addition to an apartment building consisting of one (1) one-bed, one-bath and four (4) two-bed, one-bath units with supportive available free parking. No resident will be permanently displaced as a result of the rehabilitation. A rent subsidy reserve is being established to protect the existing tenants against an increase in rent for an estimated 5-year period.)

Vehicle Installment Purchase Authorizing Resolution. (The CFO's Office respectfully submits the proposed Resolution Authorizing Installment Purchase Agreements. The proposed resolution would authorize the City to acquire $55 million of vehicles through Installment Purchase Agreements (IPAs) over the next two to three years. The IPAs will support the City’s budget by smoothing vehicle acquisition costs over several years to be repaid as debt service.) 

Bond Authorizing Resolution - UTGO Bonds, Series 2024. (The CFO's Office respectfully submits the proposed Bond Authorizing Resolution - UTGO Bonds, Series 2024. A UTGO financing will provide the City with the necessary capital to make needed investments that will improve the quality of life for Detroiters. The proposed resolution would authorize the remaining $31.3 million of voter approved bonds from the 2004 and 2009 ballots, consisting of $22.0 million for Public Lighting, $8.1 million for Recreation and $1.2 million for Public Safety.)

Abolishment of the Fort Shelby Brownfield Redevelopment Plan. (The Fort Shelby Brownfield Redevelopment Plan (the “Plan”) was approved by City Council on November 20, 2002. The legal descriptions for the subject Plan are attached (Exhibit A).  At the regularly scheduled February 28, 2024 DBRA Board of Directors meeting, DBRA staff recommended termination of the Plan on the basis that the project has been completed and the purposes for which the plan was established are accomplished in accordance with Section 14(8)(a) of Act 381. The DBRA subsequently adopted a resolution (Exhibit B) approving the abolishment of the Plan and authorizing the submission of a copy of its resolution to request that City Council adopt a resolution abolishing the Plan.)

The DBRA subsequently adopted a resolution (Exhibit B) approving the abolishment of the Plan and authorizing the submission of a copy of its resolution to request that City Council adopt a resolution abolishing the Plan.
