Fiscal Review of the Proposed Capital Agenda FY 2023-2024 through 2027-2028. (On November 1, 2022, in accordance with the Detroit City Charter, the Administration presented to City Council the proposed Five-Year Capital Agenda for the fiscal years 2024 through 2028. Herein this report is the Legislative Policy Division’s (LPD) fiscal review of the proposed Capital Agenda.)

Report on Major Financial Issues of DWSD and GLWA.  (This report reviews major financial issues of the Detroit Water and Sewerage Department (DWSD), and its financial relationship with Great Lakes Water Authority (GLWA). )

Legislative Policy Division Community Outreach Ordinance - District Community Budget Priorities Virtual Forum Report.  (On October 20, 2020, the City of Detroit enacted the Community Outreach Ordinance to demonstrate the city’s commitment to community outreach that promotes transparency and accountability and ensures community awareness on legislation, contracts, agreements, and resolutions related to various City-Wide Proposals and Neighborhood Class A-D Proposals as defined by the ordinance. A “City-Wide Proposal” includes all initiatives considered by City Council relating to the Mayor’s annual recommended budget, bond proposals, and City-Wide Non-Motorized Urban Transportation plan, and City-Wide Park Improvement Plan, and ballot initiatives that are led by either the administration or City Council.)

Neighborhood Improvement Plan Bond (Proposal N) Funds Status as of September 30, 2022. (This report is intended to give your Honorable Body an appropriation/cost center level status as of June 30, 2022, of the Proposal N Neighborhood Improvement Bond (Proposal N NIB) funds. On November 3, 2020, the citizens of the City of Detroit approved the bond issuance of not to exceed $250 million in unlimited tax obligation bonds1 for the purpose of paying the cost of neighborhood improvements in the City through property rehabilitation, demolition, and blight remediation. The City of Detroit’s Demolition Department is responsible for using the Proposal N NIB funds to demolish an additional 8,000 blighted homes and preserve 6,000 homes for future renovation and sale2 to improve the safety, value, and health of the neighborhoods in the City.)

BOARD OF ETHICS

Board of Ethics Vacancy to be filled by City Council. (The Board of Ethics is strongly advocating filling the City Council vacancy on our Board. On April 16, 2021, Freda S. Sampson, a City Council-appointed Board Member, submitted her resignation. The seat has been vacant for over 18 months. Filling this vacancy will allow the Board of Ethics to effectively meet the duties and responsibilities set forth by the Ethics Ordinance.)

CIVIL RIGHTS, INCLUSION & OPPORTUNITY

Community Benefits Ordinance Biannual Report – December 2022. (The Civil Rights, Inclusion, and Opportunity (CRIO) Department has been given the responsibility of monitoring Community Benefits Agreements. The Community Benefits Ordinance (CBO) requires a biannual compliance report be submitted to City Council and each NAC associated with a Tier 1 Project within the City of Detroit. To amend Chapter 21, Article II, of the 2019 Detroit City Code by adding Section 21-2-250 to establish the Krainz Woods/Sojourner Truth Homes Historic District, and to define the elements ofdesign for the district. (By a resolution dated May 18, 2021, the Detroit City Council charged the Historic Designation Advisory Board, a study committee, with the official study of the proposed Krainz Woods/Sojourner Truth Homes Historic District in accordance with Chapter 21 of the 2019 Detroit City Code and the Michigan Local Historic Districts Act. 2. The proposed Krainz Woods/Sojourner Truth Homes Historic District is located approximately seven miles north of downtown Detroit and consists of 323 acres, approximately 1,561 resources and 1,400 contributing resources. The boundaries are generally located along and extending north of Nevada Avenue to East Seven Mile Road between Ryan Road and Mound Road.
